Background

With over 7 years of practical construction experience and a rapidly growing base of experience as a Building Surveyor, Luke joined Vickery Holman in 2022 whilst in the final stages of his BSc (Hons) Building Surveying Degree course via distance-learning at the University College of Estate Management.

He regularly provides advice to clients on an array of defect analysis instructions and produces a suite of survey reports predominantly for commercial, ecclesiastical, and residential instructions. Surveys include RICS Commercial Technical Due Diligence and residential survey reports, PPMs, schedules of dilapidations/condition surveys and reinstatement cost assessments for insurance purposes. He has undertaken reinstatement cost assessments on an extensive portfolio of property types, ranging from owner-occupied Listed buildings, to an £80m advanced manufacturing facility.

Luke delivers a series of project management/contract administration and design and specification services for a variety of clients and schemes. Recent construction projects include overseeing the full external refurbishment of a multi-use, ex-municipal warehouse building; managing the re-construction of a historic retaining wall adjacent to an embargoed public highway; obtaining Listed Building Consent for a Georgian Grade II Listed suburban residence; surveying and designing the refurbishment/replacement of a coastal-facing mansard roof to a large apartment block; and coordinating a major city-centre office refurbishment scheme with works value in excess of £600k over a 4 month delivery period. Luke also acts as a first point of contact for all quinquennial survey enquiries and works collaboratively with Robert Allen on historic buildings instructions.

Whilst in the latter stages of the RICS Building Surveying APC process to gain MRICS qualification, Luke is also honing his interest and combining his construction management experience with historic building projects and surveys, where he is building a specialist base of knowledge with Listed and non-designated historic assets, often incorporating applications for planning and Listed Building Consent, as well as preparing Statements of Heritage Significance/Historic Impact Assessments and Design and Access statements.

Over the last 2 years, Luke has dedicated much time to the re-establishment and development of RICS Matrics Cornwall, of which he is Vice-Chair of the committee.

He is also a keen boatman and devotes much of his spare time to sailing on various classic boats, angling, and racing with the Falmouth Working Boat fleet. When not on a boat, he is typically re-building his own!
