Over recent months, our Bristol office has become increasingly active across South Wales, undertaking valuations of residential, commercial and mixed-use properties. Instructions have included loan security and pension fund valuations, portfolio assessments and development appraisals.
South Wales is a distinct property market
Wales is not simply the western edge of the South West property market. Planning policy is set by the Welsh Government rather than Westminster, directly affecting development viability, land values and the evidence a valuer needs to consider.
Property transactions are also subject to Land Transaction Tax (LTT), the Welsh equivalent of Stamp Duty Land Tax. LTT has its own rates, thresholds and reliefs, which can influence transaction costs and purchaser behaviour. The Welsh legislative and taxation environment must therefore be considered carefully when assessing value.
Understanding differences in comparable evidence
Comparable evidence pools also differ across the border. Transactional activity in Cardiff, Newport and Swansea does not necessarily follow the same patterns as Bristol or Bath, despite the relatively short distances between them.
Understanding these distinctions is essential. A valuation is only as robust as the local evidence and professional judgement behind it, regardless of the methodology applied.
Applying established valuation methods
The valuation approaches used across the border remain familiar. They include analysing comparable evidence for standing investments, applying the investment method to income-producing assets and using residual valuation where development potential must be tested against cost and value assumptions.
What changes is the information that feeds into these methods. Local comparables, planning policy, occupier demand and investor sentiment must all be properly understood and interpreted.
