Overview
Vickery Holman was instructed to prepare a Financial Viability Assessment (FVA) for a proposed residential development in Tolvaddon, assessing its ability to meet Cornwall Council’s planning policy requirements.
Situation
The proposed market-led development comprised 7 dwellings and was subject to the requirements of Policy SEC1 (Sustainable Energy and Construction). The assessment needed to establish whether the scheme could viably accommodate the additional costs associated with these standards.
Solution
We prepared an FVA examining the proposed development’s values, costs and resulting viability, including the additional costs of meeting the SEC1 requirements. This provided the evidence to support subsequent negotiations with the Local Planning Authority over the viability of complying with these standards.
Outcome
We demonstrated that the development could not viably support the SEC1 requirements and secured agreement to remove this obligation, helping to address the scheme’s viability constraints.
